Jose G. Gonzalez, LCSW, CCH, BCPC, DCN, Chief Executive Officer

Jose G. Gonzalez holds a B.A. degree from Stanford University, a Master’s of Science degree in Social Work from the University of Texas at Austin and is licensed in Texas as a Licensed Clinical Social Worker. He is also an ordained deacon serving the Catholic Diocese of Brownsville. He has dedicated his professional career since 1983 to clinical and prevention services in mental health and substance abuse for adults, youth, and families along the Texas-Mexico border. He enjoys serving God, family, and friends together with his wife Yolanda in this journey of life.

Sylvia C. Gonzales, Director of Operations

Sylvia C. Gonzales attended Texas A&M University in Kingsville and the University of Texas-Pan American. She is the Director of Operations and has served in this position since 1999. Sylvia has worked in human resources, quality assurance, and contract management since 1987 and utilizes her knowledge and skills to conduct day to day oversight of all operations, quality management, and ensuring compliance with applicable laws, regulations, and policies. She is a devoted “Ya-Ya” spending her time with family and friends enjoying good music, walking, and the beach.

Victor Fraga, CPA, Director of Finance

Victor Fraga acquired his BBA in Accounting in 1987 from the University of Texas Pan American and obtained his CPA in September 1990. He is the Director of Finance for the RGV Council managing the fiscal department having served in this position since May 2012. In previous positions he has been Chief Financial Officer, Comptroller, and Accountant/Staff Auditor. He enjoys spending time with his family- his wife Carrie, three children, and one grandson; barbequing, outdoor sports especially football, bike riding, and landscaping.

Monica Hernandez Sanchez, LCSW, ACPS, ICPS, Director of Programs

Monica Hernandez Sanchez acquired her Bachelor of Social Work and Master of Science in Social Work degrees from The University of Texas-Pan American in 1998 and 2000 respectively. She is serving as Deputy Director applying her knowledge and experience gained through her work with various social issues since 1999. Monica is a Licensed Clinical Social Worker, an Advanced Certified Prevention Specialist, and an Internationally Certified Prevention Specialist. She is also active in the community.
